Curaçao to Panama: licensing hubs, local markets, one core.

Licensing hubs and local markets share one basin. Curaçao, Antigua and Barbuda and Costa Rica are bases from which international brands serve the world; Panama, the Dominican Republic, Jamaica and the Bahamas license play for their own residents. Regulatory snapshot

  • Curaçao's National Ordinance on Games of Chance (LOK) has applied since 24 December 2024: the Curaçao Gaming Authority issues B2C and B2B licences directly, sublicences have lapsed and local-presence rules apply, with enforcement deferred to April 2027.
  • Panama (JCJ) licenses online gaming to a local company with an office, guarantees and a monthly GGR tax; the Dominican Republic (DCJ) licenses online casino and betting under Resolution 136-2024 with a .do domain and local hosting, while a replacement law is before the Senate.
  • Costa Rica issues no gambling licence: operators hold a municipal data-processing permit and may not serve residents. Antigua and Barbuda (FSRC) licenses interactive gaming and wagering for international players. Belize has paused new online licences while a 2025 bill creates a single commission.
  • Jamaica (BGLC) has authorized a few online licensees pending a full framework; the Bahamas licenses web shops for residents only and bars international-facing sites; Trinidad and Tobago, Barbados, Guatemala, Honduras, El Salvador and Nicaragua have no online licence yet. Country lists, signed by counsel, decide who may play.

  1. Step 1
    Choose the route or the market

    International brands take a direct Curaçao licence or an Antigua and Barbuda interactive gaming licence; Costa Rica is a corporate base, not a licence; Belize is on hold. Local brands apply to Panama's JCJ, the Dominican DCJ or Jamaica's BGLC. We recommend; regulators decide.

  2. Step 2
    Pick the engagement model

What operators in the region ask.

Is a Curaçao sublicence still valid?
No. Since the LOK took effect on 24 December 2024, the Curaçao Gaming Authority issues B2C and B2B licences directly, sublicences have lapsed and the transition closed on 15 October 2025. A brand on GameBridge carries the licence its operator or White label entity holds; we never claim a licence we do not hold.
Can an international brand serve players in Costa Rica or the Bahamas?
No, and we do not configure brands to. Costa Rica's data-processing permit is not a gambling licence and excludes residents; the Bahamas licenses web shops for residents only. Both sit on the geo deny list by default, alongside every country the licence excludes; every change is logged.
Do you support local currencies and payment methods?
USD is integrated; DOP, JMD, TTD, GTQ, HNL and CRC wallet types are added on request. Card checkout with Apple Pay and Google Pay is connected per market through our payment partners where acquiring covers a country, and crypto-ready brands deposit and withdraw in stablecoins and 150+ cryptocurrencies; SINPE Móvil, Yappy, bank transfers and cash-in partners are scoped per brand behind verified payment callbacks.
What does a Dominican or Panamanian licence require from the platform?
The Dominican DCJ expects a .do domain, local hosting, a permanent responsible-gaming notice and self-exclusion under Resolution 136-2024; Panama's JCJ expects certified gaming systems, monthly GGR reporting and, under its 2026 law, biometric identity checks once its rules are issued. Each is scoped per licence; none is a ready-made package.
