Is online gambling legal in Estonia?
Estonia runs a two-tier licensing system administered by the Estonian Tax and Customs Board (EMTA): an activity licence that vets the company and its owners, then an operating permit for each game type, including remote gambling permits valid for up to five years. Games of chance, toto (betting), poker tournaments and games of skill are open to licensed companies; lotteries are reserved to state-owned Eesti Loto. Remote gambling tax was 6% of GGR in 2024 and 2025 and dropped to 5.5% on 1 January 2026, with steps to 5% in 2027, 4.5% in 2028 and 4% from 2029, while the Financial Intelligence Unit has taken a larger role in vetting applicants. Gambling tax receipts reached EUR 61 million in 2025 and 45 companies offered gambling services at year-end.

Who regulates gambling in Estonia?
- Maksu- ja Tolliamet (Estonian Tax and Customs Board) (EMTA) — Issues activity licences and operating permits, supervises operators, collects gambling tax and keeps the HAMPI self-exclusion register
- Tarbijakaitse ja Tehnilise Järelevalve Amet (Consumer Protection and Technical Regulatory Authority) (TTJA) — Supervises gambling advertising under the Advertising Act and publishes advertising guidelines
- Rahapesu Andmebüroo (Financial Intelligence Unit) (RAB) — AML supervision of gambling operators and, since 2026, a formal role in licensing reviews
Estonia gambling licence: how it works
An applicant first obtains an activity licence for the relevant category (games of chance, toto or games of skill), granted for an indefinite period and not transferable; EMTA checks the owners, management, funding and experience, and every shareholder of 10% or more is vetted. The company then applies for an operating permit per game type or location, or for organizing a game type as remote gambling; a remote permit runs for up to five years and one application can cover several websites. Before a remote permit is issued the operator's record-keeping and control system must be connected to EMTA's information system, games must carry a certificate from an EMTA-recognized expert, and HAMPI access must be in place. EMTA states that companies registered in Estonia or elsewhere in the EU may apply; in practice most licensees operate through an Estonian company.

- Monthly gambling tax returns and annual accounts disclosing bets and prizes by game type
Gambling taxes in Estonia
- Operators: Remote gambling (games of chance and skill, toto, online tournaments): 5.5% of GGR from 1 January 2026, down from 6% in 2024 and 2025, and scheduled to fall to 5% in 2027, 4.5% in 2028 and 4% from 2029 under the Gambling Tax Act as amended in December 2025. Lotteries 22% of ticket sales; gaming tables EUR 1,406 per table per month; slot machines EUR 300 per machine plus 10% of GGR. Corporate income tax applies only to distributed profits.
- Players: None on winnings from operators holding an Estonian licence; winnings from unlicensed operators are taxable income.
- Also: Gambling tax is declared monthly by the 15th. Just under half of receipts fund the Cultural Endowment. EMTA collected EUR 61 million of gambling tax in 2025, including EUR 23.8 million from internet casinos, EUR 20.8 million from lotteries and EUR 13 million from land-based casinos.
Advertising, player protection, KYC and payments
Advertising
Only holders of an Estonian operating permit may advertise gambling. Adverts may not incite participation or suggest gambling brings social success and must carry the statutory warning text in Estonian. Advertising of games of chance is prohibited except at gaming locations, on the operator's own websites and through opted-in direct marketing; toto and games-of-skill advertising is allowed with restrictions on outdoor placement. TTJA found 150 of 152 inspected adverts non-compliant in 2023 and issued updated guidelines in spring 2025, so pre-clearance of campaigns is common.
Responsible gaming
EMTA maintains HAMPI, the national register of players who have restricted their own gambling by game type; operators must check it before every access to the service. Age limits are 21 for games of chance, 18 for toto and games of skill and 16 for lotteries. Operators offer deposit and time limits and must display responsible-gambling information and helpline details.
Identity and age verification
Players are identified at registration, in practice with Estonian ID-card, Mobile-ID or Smart-ID or document verification for foreign residents, and matched against age limits and HAMPI. Operators are AML-obliged entities; the FIU has flagged remote gambling as high risk and expects strict source-of-funds and crypto controls, and since 2026 takes part in licensing reviews.
Payments
Deposits and payouts run through bank links, cards and e-wallets in the player's name; operators may not extend credit. Crypto is not prohibited outright but the FIU treats weak crypto controls as a licensing risk. EMTA maintains a blocklist of illegal remote gambling domains that Estonian ISPs must block and can order payment blocking.

Estonia iGaming market: size, players and payments
EMTA collected EUR 61 million of gambling tax in 2025, 7% more than in 2024; the EUR 23.8 million paid by internet casinos at the 6% rate implies remote games-of-chance GGR in the region of EUR 400 million, part of it from players outside Estonia served under Estonian permits (EMTA yearbook 2025).
45 companies offered gambling services in Estonia at the end of 2025 and five new operators received operating permits during the year; EMTA handled about 240 player complaints (EMTA yearbook 2025).
Estonian licensees report that most remote play is mobile, helped by Smart-ID and Mobile-ID onboarding; EMTA does not publish a mobile share.
OlyBet (Olympic Entertainment), Betsafe (Betsson), Coolbet, Paf, Optibet and Chanz are among the 45 licensed operators; several Estonian-licensed companies also serve other markets from Estonia, and ERR reported that the 2026 tax cut had not yet attracted new entrants.

Outlook
The remote gambling tax falls to 5% on 1 January 2027, 4.5% in 2028 and 4% in 2029, and the Ministry of Finance must review the reform's effects by 1 February 2029. Expect closer FIU and EMTA scrutiny of ownership, source of funds and crypto controls, continued TTJA enforcement on advertising, and further operators using Estonia as a base for other markets as the rate falls.
