Is online gambling legal in Kosovo?
In March 2019, after two casino employees were murdered, the Assembly of Kosovo passed a resolution suspending gambling and then adopted Law 06/L-155 on the Prohibition of Games of Chance, a three-article statute that prohibits and closes all games of chance in the entire territory and repeals the 2012 Law on Games of Chance. Every private licence was revoked, the Tax Administration lost its regulatory role, and police have raided illegal gambling networks since. The ten-year horizon widely cited for the ban comes from the Assembly resolution rather than the law itself, which contains no sunset clause. Public debate about regulating the sector again has surfaced periodically, but no bill to relicense private gambling had been introduced at the review date.

Who regulates gambling in Kosovo?
- Ministry of Finance, Labour and Transfers (MFLT) — Oversees the state-owned Kosovo Lottery, the only permitted games-of-chance operator, and would sponsor any future gambling legislation
- Kosovo Police — Enforces the prohibition through raids on illegal betting and gaming premises and referral of organizers for prosecution
Kosovo gambling licence: how it works
No gambling licence of any kind can be obtained in Kosovo. Law 06/L-155, published in Official Gazette No. 11 of 24 April 2019, prohibits and closes all games of chance across the territory and abrogates Law 04/L-080 on Games of Chance together with its implementing acts, which had allowed the Tax Administration of Kosovo to license casinos, betting shops and gaming halls. Former licensees challenged the ban in court and lost on public-safety grounds. The state-owned Kosovo Lottery continues under its own statute as the only lawful operator, and there is no framework for online betting, online casino or poker. Any change would require a new law adopted by the Assembly, together with a licensing, supervision and enforcement structure that no longer exists.

Advertising
Advertising of games of chance other than the Kosovo Lottery has no lawful basis, since the activity itself is prohibited; there is no licensed operator that could advertise.
Responsible gaming
The 2019 ban was adopted on public-safety and social grounds rather than through a responsible-gaming framework. No self-exclusion register or player-protection rules exist because no regulated market exists.
Identity and age verification
Not applicable to private operators. Any future law would need to rebuild identification and supervision rules from scratch, as the 2012 regime and its bylaws were repealed.
Payments
Payment processing for gambling is not permitted for any private operator. Compliance teams should treat Kosovo as a jurisdiction where gambling transactions have no lawful basis outside the state lottery.

Outlook
The ten-year horizon attached to the 2019 ban runs to 2029, but nothing in the law obliges the Assembly to act then. Budget pressure and the flow of Kosovar players to sites licensed elsewhere feed periodic commentary about a tightly controlled reopening, yet no draft law existed at the review date and major parties have supported the ban. Compliance teams should plan on prohibition continuing and check this page and the Official Gazette for any new act.
