- Czechia and Slovakia license every online vertical to EU/EEA companies and check a register of excluded persons at every login; Romania (ONJN) requires a local company or permanent establishment and taxes online GGR at 30% since August 2025; Bulgaria (NRA) taxes 25% of GGR from 2026 under a near-total advertising ban.
- Poland licenses online betting only and keeps online casino with Totalizator Sportowy; Hungary opened online betting to EEA companies in 2023 but not online casino; Slovenia and Croatia tie online play to domestic concessions, and Croatia's 2025 law adds an exclusion register and advertising bans from 2026.
