Is online gambling legal in Ethiopia?
Sports betting was the only private gambling product Ethiopia ever licensed, under directives issued by the National Lottery Administration (now the Ethiopian Lottery Service, ELS) from 2012 and 2021; casinos and online casino games have never had a licensing regime, and lotteries are a state monopoly. After a national security investigation into alleged tax evasion and illicit financial transfers, the ELS suspended 22 betting companies on 4 December 2025 and then revoked all sports betting licences effective 15 December 2025, ordering operators to stop taking bets, disable deposit gateways and preserve records. The ELS restated in July 2026 that no licensed betting operator exists, and no new framework or timeline has been announced.

Who regulates gambling in Ethiopia?

Ethiopia gambling licence: how it works
Licensing rested on the National Lottery Administration Re-establishment Proclamation No. 535/2007, Regulation No. 160/2009 and the Sports Betting Lottery Directives No. 140/2013 (October 2012) and No. 172/2021 (effective 1 September 2021), which allowed the lottery authority to permit sports betting companies operating through shops, agents and mobile channels. There was never a licence class for casinos, online casino games or poker. On 15 December 2025 the Ethiopian Lottery Service revoked all sports betting licences on government instruction, covering active and previously suspended operators and every channel, and it has not opened any new licensing process. A February 2026 parliamentary discussion of a draft sports proclamation included ministerial remarks that a future legal framework may be needed, but nothing had been tabled by September 2026.

Advertising or promoting betting is unlawful because no licensed activity exists; the ELS has warned the public against platforms, social media pages and agents claiming to be authorized, and Ethiopian media are expected to carry no betting promotion.
Responsible gaming
There is no operating market in which responsible gambling tools apply; the ELS public notices frame the ban as a consumer protection measure and warn that deposits with unlicensed services carry a high risk of loss with no legal recourse.
Identity and age verification
Not applicable to gambling; the National Bank of Ethiopia's identity and anti-money-laundering rules apply to the payment institutions that were ordered to stop processing betting transactions.
Payments
Deposit gateways for betting were ordered to close on 15 December 2025, and payment providers were told to block financial movements of betting organizations. Domestic rails such as Telebirr, M-Pesa Ethiopia and bank transfers may not be used for gambling.

No reliable public estimate; before the ban, more than 20 licensed sportsbooks served a population of about 130 million, and iGB described a potential base of roughly 30 million consumers. Authorities put alleged unreported revenue at more than ETB 100 billion.
Ethiopia's digital payments run on Telebirr and M-Pesa Ethiopia, both of which were instructed to cut off betting flows.
