Sweden to Lithuania: national licences, strict registers, one core.

Sweden, Denmark, Estonia, Latvia and Lithuania license private online casino and betting under strict player-protection rules; Finland opens its market on 1 July 2027; Norway and Iceland keep exclusive-rights models. Regulatory snapshot

  • Sweden (Spelinspektionen) and Denmark (Spillemyndigheden) run mature licence regimes: 22% and 28% of GGR, Spelpaus and ROFUS checked before play, BankID and MitID logins, and B2B permits for platform and game suppliers since 2023 and 2025.
  • Finland ends the Veikkaus monopoly on betting and online casino: applications opened on 1 March 2026, licensed play starts on 1 July 2027 under the Finnish Supervisory Agency at 22% of GGR, and licensed gambling software becomes mandatory from 1 July 2028.
  • Estonia (EMTA) taxes remote gambling at 5.5% of GGR in 2026, falling to 4% by 2029; Latvia raised its interactive gambling tax to 15% in 2026; Lithuania taxes 22% of GGR, ties remote licences to a land-based venue and phases out gambling advertising by 2028.
  • Norway and Iceland keep exclusive-rights models with no private licence; Norway blocks payments and, since 2025, DNS-blocks unlicensed sites. Brands on GameBridge keep both countries on the geo deny list by default.

  1. Step 1
    Pick licences and sequence

    Sweden, Denmark, Estonia, Latvia and Lithuania license today; Finland accepts applications now for a market that opens on 1 July 2027. Each licence becomes a brand; Norway and Iceland stay on the deny list. We recommend; regulators decide.

  2. Step 2
    Choose the engagement model

    Configure each brand

What Nordic and Baltic operators ask.

Do you hold Swedish or Danish B2B supplier permits?
No. Sweden has required a gambling software permit since July 2023, Denmark a B2B game-supplier licence since January 2025, and Finland will require one from July 2028. A launch here scopes the permit application with counsel; the regulator decides whether and when it is granted; no launch date is tied to it.
Can we prepare a Finnish brand before the market opens?
Yes, as configuration: EUR wallet type, RG defaults, GGR tax reports, content exclusions, ID verification and fraud scoring on a brand that stays closed until your licence and the 1 July 2027 opening allow play. The application runs with counsel; the regulator decides.
Do you integrate Spelpaus and ROFUS?
Not today. The platform's own self-exclusion, cooling off and limits are integrated; Spelpaus, ROFUS and the Baltic registers are connected per licence on request, with the check placed before login and before any marketing message.
Which local languages and payment methods are available?
English and Russian, which matters in the Baltics, are among the 16 site languages; Swedish, Danish, Finnish and the Baltic languages are added on request, and per-brand CMS, email and SMS templates are authored in any language your team supports. Swish, MobilePay, Trustly and bank links are on request behind the same callback verification.
How do you handle Norway and Iceland?
As exclusions. Both keep exclusive-rights models with no private licence, and Norway enforces payment and DNS blocking. Brands on GameBridge carry both on the geo deny list by default; every change is recorded in the Activity Log.
