The National Lottery Authority (NLA), created by the National Lottery Authority Act of 2014, regulates all games of chance in Liberia and runs the national lottery itself. Domestic licences are issued under NLA Gaming Regulation 001 for casinos, sports betting, scratch-and-win, gaming machines and promotional games, and the NLA's public register for 2025–2026 lists more than a dozen sports betting licensees, seven casinos and two online casino licences granted in May 2026. In late 2025 the NLA launched an online licensing portal and an International Integrated Online Gaming License covering casino, sports betting, lottery, esports and prediction markets for operators targeting international audiences from a Liberian company. Enforcement is active: in June 2026 the NLA revoked LIPAY Inc.'s sports betting licence, fined it US$10,000 and barred it for two years for letting an unlicensed foreign company operate under its licence.

Liberia gambling licence: how it works

Domestic applicants apply to the NLA under Gaming Regulation 001 with proof of Liberian business registration, an LRA tax clearance certificate, a verifiable office, disclosure of every beneficial owner of 20% or more, and evidence of financial capacity: an investment portfolio of at least US$750,000 for sports betting, US$1 million for a casino and US$250,000 for gaming machines, plus a minimum bankroll of 25% of that portfolio held in a bank account. Licences run for one year, renewals are filed 45 days before expiry with audited financials, and all betting locations must be approved by the NLA. Regulation 001 as adopted in 2016 capped sports betting licences at two, but the NLA's 2025–2026 register shows many more, so later regulations and NLA Regulation 004 of 2024 have superseded parts of the 2016 text; confirm current rules with the NLA. Since late 2025 the NLA also runs an online portal for the International Integrated Online Gaming License, which requires a Liberian company with a Monrovia office and a local AML compliance officer and is designed for operators serving international players.

Advertising, player protection, KYC and payments

Advertising

Regulation 001 prohibits false or misleading gaming advertising, requires every advertisement to carry a warning about addictive and compulsive gaming, and bars any element that promotes participation by disqualified persons, including anyone under 18.

Responsible gaming

Minimum age 18. Every operator must run an NLA-approved responsible-gaming program that identifies players who may have a gambling problem, offers counseling and provides information to players identified as addicted; prize claims by disqualified persons are invalid.

Identity and age verification

Operators verify age and identity, disclose beneficial owners to the NLA and apply AML/KYC procedures; the international online licence additionally requires a local AML compliance officer and beneficial-ownership disclosure through the NLA portal.

Payments

Domestic deposits and payouts run in Liberian and US dollars through mobile money (Lonestar MTN Mobile Money and Orange Money, which both carry a betting and gaming payment menu) and bank transfer; the NLA is building a national gaming payment gateway. Crypto is not part of the domestic framework; international licensees settle through their own banking arrangements subject to NLA AML rules.

Liberia iGaming market: size, players and payments

No reliable public estimate. The domestic market is small; the NLA's register listed 13 sports betting licences, seven casinos, eight slot and seven mini-slot licences and two online casino licences in 2026.

Football betting through retail shops and mobile-funded accounts dominates in Monrovia and county capitals; consultancies describe the domestic player base as limited.

Both mobile money operators offer a dedicated betting and gaming payment option, and the LRA itself accepts taxes and licence fees through Orange Money and Lonestar MTN.

Outlook

The NLA is building out three systems, the online licensing portal, a Central Monitoring System and a National Gaming Payment Gateway, so expect mandatory data and payment integration for licensees during 2026–2027. The international online licence is new and its acceptance by banks and payment providers is still being tested; operators should treat consultancy fee quotes as indicative until the NLA confirms them. Enforcement against licence misuse has started, and the withholding rules on winnings may change again with the next revenue code amendment.
