Online gambling in Uganda: regulation, licence and market guide

The Lotteries and Gaming Act 2016 (now Cap. 334) created the National Lotteries and Gaming Regulatory Board (NLGRB), which issues casino, general betting, pool betting, bingo, gaming machine and lottery licences that all expire on 31 December of the year of issue. Online sportsbooks and casinos operate under these licences with a UGX 250 million minimum capital for betting, a central electronic monitoring system linked to the national ID register and a legal gambling age of 25. From 1 July 2026 the Lotteries and Gaming (Amendment) Act 2026 taxes all betting and gaming at 30% of stakes less payouts, and players pay 15% withholding on net winnings.

Who regulates gambling in Uganda?

  • National Lotteries and Gaming Regulatory Board (NLGRB) — Licenses and supervises lotteries, casinos, gaming and betting, runs the National Central Electronic Monitoring System and e-licensing portal, and issues responsible gaming directives
  • Uganda Revenue Authority (URA) — Collects gaming tax on stakes less payouts, withholding tax on winnings and licence fees paid through URA

Uganda gambling licence: how it works

Section 27 of the Act lets the Board issue casino, bingo, general betting, pool betting, betting intermediary and gaming or betting machine licences, plus national and public lottery licences; online sportsbooks and casinos are licensed within these classes through the NLGRB e-licensing portal. A general betting applicant files a notarized certificate of incorporation, beneficial ownership disclosure, Interpol and police clearances for directors and shareholders, a bank statement proving UGX 250 million minimum capital with consent for the Board to verify it, a URA tax clearance, a business plan in the Board's template, game rules, the software provider's name, registration as a data collector with NITA-U and details of key employees. Fees under the Lotteries and Gaming (Fees) Regulations distinguish foreign applicants from Ugandan and East African nationals. Every licence expires on 31 December of the year it is issued and renewal must be filed at least two months before expiry.

Gambling taxes in Uganda

Advertising, player protection, KYC and payments

Advertising

The Act empowers the Minister to regulate advertising of casinos, gaming and betting, and promoting an unlicensed lottery is an offence. The Responsible Gaming Directives 2025 require responsible gaming messages in marketing, and the NLGRB works with digital platforms so that only licensed operators can advertise online; the Board publishes lists of approved operators.

Responsible gaming

The legal gambling age is 25: the Act defines a minor as a person below twenty-five years and bans licensees from accepting payments from minors or admitting them to gaming premises. The 2025 directives add mandatory warnings, strict age verification through the NIRA-linked monitoring system, self-exclusion and restricted persons registers.

Identity and age verification

Player identity and age are verified against the National Identification and Registration Authority database through the National Central Electronic Monitoring System; licensees must run AML, counter-terrorist financing and proliferation financing programs with staff training, and report to the Financial Intelligence Authority.

Payments

Deposits and withdrawals run overwhelmingly through MTN Mobile Money and Airtel Money, with bank transfers for larger sums; operators withhold 15% of net winnings on payout. There is no statutory card ban, but cards are marginal.

Uganda iGaming market: size, players and payments

The NLGRB reports annual gaming tax revenue rising from about UGX 50.6 billion in FY2019/20 to about UGX 323 billion in FY2024/25, with a FY2025/26 target of UGX 391 billion. H2 Gambling Capital data cited by iGB put 2025 interactive gross win at USD 435.3 million, USD 341.2 million of it betting.

H2 Gambling Capital estimated that operators licensed elsewhere accounted for USD 114.6 million, or about 26%, of Uganda's 2025 interactive gross win, which the NLGRB cites as its main channeling challenge.

Ugandan betting is mobile-first and wallet-funded through MTN MoMo and Airtel Money.

Uganda had 63 licensed operators, more than 2,000 approved premises and about 23,000 sector jobs in 2026 according to the NLGRB; Fortebet and Betway are among the leading brands.

Outlook

The NLGRB said in 2026 it is seeking further amendments to distinguish online from land-based licences, strengthen technical standards with nine new national standards developed with UNBS and introduce differentiated fees for Ugandan-owned technology companies. Expect enforcement to focus on operators licensed elsewhere that advertise to Ugandans, wider use of the central monitoring system and a regional office expansion, with the 30% tax now one of the highest gaming levies in Africa.
